| Job Summary: ADD’s programs Sudan have a strategic focus on provision of humanitarian assistance (FSL, WASH, Health, Nutrition, etc.) and resilience centered programming with a key focus on livelihoods and food security. The Food Security and Livelihoods (FSL) Program Manager will lead the development and implementation of the FSL program strategy, to ensure ADD’s intervention is timely, effective and relevant to a range of needs and incorporates a gender focus in all aspects of programming. S/he will manage a dynamic FSL team, providing training, mentoring and capacity building for ADD staff and partner agencies. S/he will be responsible for budget and project management for a number of FSL projects, implemented both directly and through local partners/CBOs. The FSL Program Manager will lead on refining this approach and ensuring modalities are tailored depending on the most effective and sustainable approach for FSL programming in Sudan. The FSL Program Manager will cooperate with key program support functions, including security, finance, HR, administration, logistics, and procurement in order to ensure smooth implementation of FSL activities and will also be responsible for donor coordination, program development, and reporting. |
| Responsibilities and Tasks: Program design, management and implementation. Develop ADD’s FSL Strategy and associated SOPs, tools, and assessments in Sudan and provide technical assistance to roll them outload regular market analyses and adjust programs accordingly, with the ultimate goal of supporting local markets to the greatest extent possible, in line with global best practices; Monitor need and engage with financial and market service providers to determine capacity and appropriate forms of assistance including development of use of new technologies in Sudan (mobile money, e- vouchers).Identify gaps and opportunities for further programming, design and support needs assessments and gap analyses, and have responsibility for programmatic contributions to FSL donor reporting, in cooperation with the Grants and program Manager Ensure the implementation of activities defined by the Program Manager in coordination with the field area manager, operation and Finance Departments Plan activities according to the expected progress of the project Evaluate and update project needs (HR, financing, logistics)Engage in the planning of needs and resources with the Logistic and Finance Departments. Develop appropriate follow up tools Identify and inform the field area manager, Program manager of any problems or constraints Propose solutions or improvements to ensure the smooth running of the project Liaise with base security focal points for planning of the activities and ensuring they are conducted in accordance with SOPs & other security instructions Ensure security incidents or relevant contextual information is reported to the security officer and field coordinator Coordinate activities and sensitize local partners in the field Ensure the relevance and implementation of technically-sound beneficiary selection criteria and approaches; Staff management and capacity building Recruit and sensitize the daily workers Participate in the staff recruitment process, new staff on-boarding and induction process, capacity building, and performance appraisal of FSL staff Invest heavily in the skills and competencies of national field teams – the FSL manager will provide hands-on coaching, guidance and technical support to program staff, ensuring clarity over program plans and priorities Develop training topics Organize the work of the team to optimize the capacity of each team member. With the security officer & other security focal points, ensure that the security rules and plans are known and followed by the team Conduct Team Member appraisals and ensure the team is appraised before the end of each project and at least once yearly Ensure HR policies are followed, including completion of regular Performance Management Meetings, with all FSL staff; Ensure familiarity with DRC’s Operational Handbook; Proactively seek training from the Support Services Department on operational policies and processes for FSL team should gaps in understanding be apparent . Plan and implement systems for financial operations in both the main office in Khartoum and in field offices in accordance with the ADD Finance Manual and donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping, grant management and compliance. Hire, train and supervise ADD finance staff in country. Maintain banking relations and plan and monitor country cash flow requirements to ensure the smooth implementation of ADD programs. Provide monthly management reports to the Country Director and Program Managers, including expenditures by cost center/project, sub grantee reporting and other financial information, in a timely and accurate manner. Develop annual fiscal year budgets with the Country Director and develop and implement grant budgeting and forecasting systems with Program Managers. Perform internal audits and reviews as required to ensure compliance with ADD and donor requirements. Effectively stay abreast of donor policies, procedures, rules and regulations; compile and update applicable local policies; and train ADD program and partner staff in these policies. Review and monitor partners’ financial reporting and compliance. Provide additional technical assistance to partners as necessary to maintain high standards of compliance. Ensure compliance with ADD’ procurement policies and procedures for all goods and services. Develop and maintain local office policies and procedures and provide training for all issues related to local financial matters. Assist in analyzing compensation packages, taxation requirements and human resource policies for local staff to ensure that ADD’ has adequately accounted for the financial impact of local staff compensation and benefits. Maintain appropriate local insurance coverage to protect ADD. Conduct himself/herself both professionally and personally in such a manner as to bring credit to ADD and to not jeopardize its humanitarian mission. Other duties as assigned by Country director · |
| Information sharing and coordination Ensure communication between sub offices and the HQ food security teams Represent ADD in FSL Cluster and other humanitarian coordination bodies (ensure minutes of meetings when necessary)Ensure the reporting to authorities or external partners when necessary Propose new project directions or improvements for the FSL department IN consultation with Program manager and Country Director (CD), engage with other humanitarian actors, donors, UN, and civil authorities on cash/livelihoods issues; In consultation with Program manager, coordinate with national, local and international actors and participate in working groups and other sector meetings on cash/livelihoods related issues; Stay abreast of developments in Sudan and provide timely analysis on key issues on a regular basis .Monitoring, evaluation, accountability and learning Monitoring implementation of the Livelihoods program with the support of the field area manager and Program Manager taking into account the logical framework of the program, the budget, and the logistical and administrative processes of ADD. Conduct timely routine activity quality monitoring activities, including field-site and post-distribution monitoring – ensure data is shared in a timely fashion with the M&E team . Lead the development of technical FSL assessments, with support from the Grants and M&E Manager; Support ADD offices in strengthening information management, including standardized databases for implementation tracking and monitoring purposes. Ensuring the processes and deadlines for beneficiaries’ identification, selection and registration are respected Implementing technical recommendations concerning his/her project, including identifying the technical constraints associated with the implementation of the projects and proposing solutions in response to such constraints. Follow the project’s progress and write relevant reports Supervise his/her programs, by means of external and internal reports (e.g. APRs) relating to his/her projects, as well as regular presence in the field, monthly review of the budget follow-up, etc…Accountability for the management of FSL program budgets (budget holder), with support from the Finance Manager and program manager Ensure FSL Team raised Purchase Requests (PRs) in a timely manner, in-line with ADD standards, and follow-up procurement processed with the Operation Manager; Provide accurate and timely briefings for donors and stakeholders, as needed Qualifications & Competencies: Required:- Four or more years of progressive financial management experience is required. A BA/S or equivalent in accounting or finance is required. An advanced degree is preferred. INGO’s / NGO’s Experience in grants management as well as an understanding of donor regulations is required Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports. Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet. Advanced computer skills in MS Office programs, particularly Excel Prior management experience and strong organizational skills Excellent oral and written English skills |
