  1. Job Summary

The M&E program manager position is expected to provide full support to the Sudan  Emergency Assistance and Recovery program (SEARP) sectors in  Urban and rural areas. The support will include but not limited to the; overall responsibility of program design, implementation lead ,  program data collection, analysis and reporting, review program indicators and track the outcome and impact achieved. The position is also responsible of delivering support to the project in terms of develop/review the monitoring plans and ensures that the project objectives are well tracked based on the donor requirements and regulations. The position is in addition to this is required to demonstrate good initiatives that foster  program quality and being able to give continuous technical back stopping and document lesson learned and provide strong recommendations  that direct the interventions to words achieving the overall goal. In all the urban and rural sectors ADD is using the approach of community participation where the grass roots of the community are fully engaged, this position is supposed to be able to ensure close coordination with the community based structure and deliver the required support for them to ensure sustainability.  

  1. Responsibilities and Tasks
ResponsibilitiesTasks
Support the project develops the monitoring plans and ensures timely implementation of the plans.Prepare/develop M&E plans and share with the sector manager, sub office zone coordinator,  Sr officers and Officers. Conduct frequent field visits to ensure information data across all sectors from delivery services points to sub office are timely collected, analyzed and reported.Responsible for community participatory approach and project partner’s involvement in the design and implementation of the M&E plans.Provide timely notification to the supervisor concerning forthcoming problems and project needs.Maintain network within the community that pre-empts problems for timely response.Dedicate at all times within the organization and build a strong sense of responsibility, transparency and accountability.
Program quality and implementation  Ensure the recruitment and start-up activities are underway and work with the local partners for an efficient baseline survey at the start of activitiesProvide technical and managerial support to emergency project staff to improve program quality in line with ADD programming principles and donors’ requirements, and ensure timely implementation of activitiesStrengthen the capacity of ADD sub office and local partners staff to enable them compete for and implement grants for Emergency Programming Strengthen the representation, transparency and accountability of local partners involved in the program.Represent ADD in relevant sector co-ordination meetings in Khartoum and sometime state if needed. Establish and maintain positive relationship with government institutions and other stakeholders.
Donor Reporting 30%Verify activities’ participants as per sector’s objectives and ensure project impact groups are well targeted.Ensure quality measurements of the effectiveness and efficiency of the program.Suggest ways and means of improving the effectiveness of  Program Sectors (WASH, Community Social Services, Economic Empowerment and Health &Nutrition)Organize and deliver M&E trainings and share information with Program staff in the field to ensure timely and quality of the project delivery.In collaboration with sectors technical staff led reports compile, review and submission to program coordinator or directly to related donor & Government authority.  
Assists with identification of gabs and new projects and proposal development opportunities.Closely with the (Program Coordinator), sub office zone coordinator and sector managers contribute ideas and strategies for new projects opportunities. Reviews project proposals with the Staff in related fields and provide inputs as required.With inputs from the sector manager sr/officers develops strategies for follow-on projects implementation.Key members of program design team, donor negotiation, discuss and effectively contribute to design of new proposals.Assist in applying of lessons learned in the new funding opportunities.Contribute in generating better understanding of the contexts, the field level realities, critical needs and gaps and how to best improve the program interventions.
Provide support in undertaking and/or leading researches.Develop methodologies and data collection tools for conducting assessments, researches and evaluation actions.Process and interprets data and information into reports.Supervise the M&E activities and related staff within the project.Develop groups profile recording and proper documentation and sharing of good practices and impact of the project.Supervise all External Evaluations with the guidance of the Program Coordinator.
Responsible for effective information gathering, monitoring and reportingOrganize participatory activities to evaluate project implementation and perform monitoring activities to assess progress as per project instructions.Compile analytical reports on activities and findings as per request.Keep adequate records of all field activities including: distribution lists (if relevant), community meetings and workshops (including attendance sheets), project activities, and make this available to the supervisor in a timely manner.
Staff Management ResponsibilitiesSupervise staff:- no directly reporting staff and  work closely with all technical project
Any other assignmentPerform other duties as assigned by the program coordinator and Country Program Support the organizational drive to implement relevant planned strategies and uphold ADD values.  

III. QUALIFICATIONS:

Required competencies:

  • Excellent organizational skills, ability to work on own initiative and as part of a team, good analytical, strategic and innovative approach,
  • ability to work well under pressure. Good written and oral communication skills.

Experience: Minimum of 4 years’ experience in INGO’s / NGO’s in a similar/related position, community mobilization/development and H&N management skills essential. Should have Knowledge of participatory methodologies and experience in developing and implementing an M&E system. 

Qualifications/Skills

  1. Bachelors’ degree in statistics science, Agriculture, public health or related field.
  2. 3-4 years’ experience in DM&E system & child survival or more or less similar position.
  3. Excellent report-writing and communication skills.
  4. Experienced problem-solver and decision-maker.
  5. Strong staff development, coaching, and mentoring skills.
  6. Ability to interact clearly and effectively with donors and other organizations.
  7. Excellent organizational skills and experience.

IV. DECISION MAKING AUTHORITY:

Directly reports to Program coordinator, Khartoum, Sudan

Directly supervises.

V. CONTACTS / KEY RELATIONSHIPS:

Supervise for now no one, and work closely with all technical staff and support  staffs who answers directly to the program coordinator

External- Communities and community leadership, project partners government structures, any other relevant agency and partner.

VI. CONDITIONS OF WORK:

As stated in the terms of contract and the ADD Sudan HR manual. The position will base in Khartoum but expected to spend 50% of his/her time in the field and must be willing to travel to other areas under very difficult conditions even out board as required. The nature of an NGO job dictates irregular working hours including after hours, week-ends and holidays. For any field trip the manager shall comply with, and be facilitated to operate within, the framework of the ADD security protocols.
