I.       Job Summary

The Sr. Health and Nutrition officer is overall responsible for quality implementation of primary health care and reproductive health care activities, particularly responsible for managing PHC facility sections.  Guided by the Health & Nutrition Coordinator, s/he will facilitate joint planning for improving the service provision at primary health care (PHC) . The incumbent will support the field team, assess the capacity of PHC centers and help MOPH to increase service accessibility. Work closely with GHO/Districts medical director to assess the training needs to refresh the knowledge and skills of PHC service providers in areas of PHC and maternal health services. S/he is to guide Health officers & statistics/ medical logistician assistant in developing and implementing health information system to monitor the progress. S/he will enhance the capacity of PHC service providers in record keeping, data analysis and decision-making based on regular review.  The incumbent will help organize regular review meeting to review progress, issues and undertake steps for further improvement. S/he is the key person to support the field team  for making service available at PHC facilities. S/he manages human and material resources complying policies and procedures. S/he maintains professional relations with the MOH, INGOs, local NGOs and other relevant stakeholders at the central & Governorate level. The incumbent works in close partnership with the sector’s Nutrition manager & M&E officer, under the supervision of the Health & Nutrition Coordinator.

Responsibilities and Tasks

Technical oversight of primary and reproductive health  careIn collaboration with Health technical team Oversee the implementation of health & nutrition /C4D  and ensure that stated goals and objectives are met, that projects are appropriately monitored and evaluated, and that reports are written and submitted in a timely manner.Participate in proposal writing. Prepared program work plans, and manage grants in coordination with public health Manager, communication & promotion  manager  and site manager.Assess unmet needs in the health sector and determine the potential for other ADD health projects.  Worked with the Field team, public health Manager and communication & promotion  manager  to ensure that the Health programs/C4D  are implemented in conformity with the ADD Program Framework promoting and protection rights, participation, capacity building, partnership and holistic programming.Provide accurate regular reports, document results and maintain detailed records of the overall health program activities to the public health Manager and communication & promotion  manager  . Work with the health & nutrition  staff  n the field to promote the culture of learning and documentation so that lessons learned and good practices are documented and shared for institutional memory and learning.Develop emergency preparedness plan and management of outbreak communicable diseasesOrganize monthly staff meeting to review progress, issues, and refresh knowledge and skills.Ensure and support hygiene promotion officer in quality implementation of community mobilization activities.
Financial Management  Provided recommendations and interventions to correct any identified deviations that impact budget adherence to public health Manager, communication & promotion  manager  .Recommend grant and budget revisions in consultation with the public health Manager, communication & promotion  manager  and program quality team.Advised on budget development with the field teams and H&N sector manager based on field activities.
Strengthening logistics management system of PHC facilities /& Managing drugs, medical supplies and other logistics, and human resourcesWork with the public health Manager, communication & promotion  manager  and health staff to develop expenditure and procurement plans to guide implementation of approved grants. Supported the Field teams in the implementation of the plans ensuring that ADD donor rules and regulations are abided by.Work closely with  Field Health &nutrtion Officers/Site manager, and develop tools to assess and monitor the needs for different medical and non-medical items.Review and finalize the list of essential drugs and medical supplies with PHC standardEstablish and implement drug management system, including orienting staff works at pharmacy, warehouse, and on medicationsEnsure that purchased drugs are recorded in the register at the medical warehouse and stored properlyEnsure that Bi-weekly/ monthly  indent is prepared by clinic pharmacy based on consumption and distribute accordinglyCompile monthly indent and prepare purchase request based on stock and monthly consumption analysisPay regular visit to PHC warehouse and clinics pharmacy to physically check the status of drugs and medical supplies, including expiry date, use of medication, stock-in & out, recording and storingIn collaboration with Field Health officers check medications against the diagnosis and provide technical inputs to service providers as neededIn collaboration with Health & nutrition officers assess the need for medical and non-medical stationeries and process procurement complying policies and proceduresConduct mid-term and annual performance appraisal of staff under him / her supervisionProvide coaching and mentoring to staff assigned under him / her.
Capacity strengthening and improving physical environmentIn collaboration with Health/nutrition Officer and medical doctors at facility level assess the training needs of providers on case definition, case detection and case management; integrated management of childhood illnesses (IMCI); and emergency obstetric careWork closely Filed Health officers/GHO  and public health Manager, communication & promotion  manager  to organize training for MOPH service providers, including ICVs and ensuring logisticsDocument capacity strengthening efforts.
Monitoring, documentation and report writingGuide health & nutrition (H&N) team and MoPH in developing health information system to track progress on health service provision.Prepare monthly progress reports; draft donors report and update ADD H&N team.Conduct program review meeting quarterly and use findings for decision-making to ensure program quality.When possible Provide weekly field visit to ADD support clinics including rural areas and local partner’s project area.Ensure implementation of health information system that includes proper documentation of consultation in the register, correct reporting of morbidity and other health care service utilizationReview data / information in the Weekly/ monthly Health officers  meeting and suggest / make decision for program improvementEstablish mechanism to monitor any emergency or outbreak of any diseases in specific season, e.g., rainConduct client satisfaction assessment and case study

Works closely with communication & promotion manager, Filed Health/nutrition  officer & specialist  . Will have frequent interaction with Site manager & Admin.

  1. Working Conditions

As stated in the terms of contract and  ADD  HR manual. The position is based in Khartoum with approximately 25% time spent at  PHC facility & file visit, under country is a security sensitive area and the Sr. Health and Nutrition officer -Health shall comply with, and be facilitated to operate within the framework of the ADD safety protocols. Close contacts are required with program partners, stakeholders and other organizations working in similar field in the program area.

  • Qualifications and Competencies (Benchmark)

Required

  • Medical Doctor (MD) or Public Health background
  • At least 2-3 years’ experience in managing PHC facilities, preferably in areas of technical oversight of primary and reproductive health care
  • Good interpersonal and facilitation skills: Ability to conduct and facilitate training
  • Excellent communication skills both oral and written in English and Arabic: Has ability to clarify issues in-group meetings or in any discussion session among staff and with the visitors
  • Problem solving and decision making skills
  • Excellent computer skills and proficient in MS excel and word
  • Has demonstrated leadership roles and a good team player with flexibility
  • Good report writing skills in English
  • Good knowledge in monitoring, evaluation and MIS
  • Willing to work with the disadvantaged / vulnerable people under stress and in difficult situation.

Desired

  • MD or public health specialist  with particular focus on maternal and child health
  • At least 2-3 years’ experience in areas of technical oversight of PHC facilities in emergency settings
  • Demonstrated analytic and conceptual skills in relevant field
  • Knowledge and skills in resource management and ensuring accountability.
